A free and fair election for the establishment of the government of Aceh acceptable to both parties. Monitoring of the general election will be conducted by independent organizations. Independent candidates may take part in the election. Election campaigns are conducted freely and free from intimidation. Freedom of expression either from pro-independence, pro-autonomy or other circles. Freedom of assembly and the freedom to stage peaceful demonstrations. The opportunity for GAM and independence supporters to be involved in the political process. Freedom for GAM to convey its political objectives in a democratic manner. Law Enforcement Observance of the law and other legal functions in the justice system. Human Rights and Humanitarian Law Observance of human rights and humanitarian law by all parties. Implementation of transparent investigations of crimes against humanity and to bring to justice perpetrators of the crimes. Establishment of a Truth & Reconciliation Commission. Investigation of cases of missing persons. Release of untried prisoners. Compensation for families and victims of violence. Access for international humanitarian workers. Socio-Economic Development Repair and rehabilitation of all buildings, especially homes and schools, destroyed in the conflict. Assurance of equitable distribution of resources and profits in Aceh. Development of human resources. Development for new investments in Aceh. Assurance of law enforcement in the case of environmental damage. Security Cessation of all forms of violence, threats, intimidation and destruction of buildings. Cessation of attacks. Enforcement of basic regulations. Reduction of the presence of the police, non-organic (non-local) TNI, and GAM forces in Aceh. Cooperation between GAM, TNI, and the police to reduce the presence of unidentified armed strength in Aceh. Prohibition of attacks and the use of arms. The extension of supervision by neutral monitoring teams to all areas in Aceh. Investigation into crimes perpetrated by both sides. Verification of agreements reached by both sides by a neutral third party. Security arrangements for vital sites in Aceh. END |
