TITLE: Putin's Three Pre-Conditions for Withdrawing From Cechnya

Russian President Putin will pull out of Chechnya but expects understanding from Chechens to secure himself against his own public. Kremlin's peace envoy Boris Nemtsov informs that Putin is willing to pull out of Chechnya and asks concession on three points. Duma deputy (Union of Rightist Forces) and former Russian Prime Minister Boris Nemtsov gave details of his multi-point proposal for ending the Chechen conflict. Nemtsov unveiled the new Chechen peace plan. Nemtsov said that at their 26 December meeting, Russian President Vladimir Putin had responded "positively, on the whole," to those proposals. "the president understands quite well that it is impossible to resolve the situation with the aid of weapons alone and that there is a need for a political decision."

The first meeting with Chechens increased the peace expectancies at both Chechen and Russian sides.New information about Russian proposals are known now. First talks were held in December at Nalchik the capital of Kabardino-Balkaria. Details of the talks reflects the mood of President Putin yielding to pull out of Chechnya and suspend the active hostilities and asking concessions.

Putin's expects concessions:

Putin is trying to save face and secure himself against his own public. He is anxious about the results of a pull out from Chechnya which will mean a second defeat in Chechnya. Putin is trying an exit at peace talks and tries to get maximum concessions from Chechen side. Kavkaz Tsentr informs that Russia asks 3 or 4 military bases for Russia in return for a pull out from Chechnya. Nemtsov have brought forward proposal details at Nalchik talks:

Putin asks:

1- We can't get out all of our soldiers from Chechnya because the Russian public is expecting a victory from us. Russia will keep its soldiers at Shali, Khan Kala, Gudermes and Kalinovskaya districts of Chechnya and will pull out from other parts of Chechnya.

2-All soldiers will pull out of Chechnya for land concessions from Naur and Shelkovskoy districts in favour of Stavropol of Russia.

3- Cease war for five years. Political solutions will be searched. Shamil Basaev and Chechen commanders will be kept away from this process.

Reaction of Chechen side to these proposals are unknown. And no comment from the President of Chechnya Aslan Maskhadov until today. Russian delegation in leadership of Boris Nemtsov consisted of six persons and Chechen delegation in leadership of Hoca Ahmet Yarihanov, the Chechnyan Minister of Education consisted of 7 persons have had talks for four hours. A 5 point protocol was signed at the talks that was close to press.
