Palestinian minister of information and culture, and head of the Palestinian negotiations team Yasser Abed Rabbo said this morning that Israel's conditions relayed through Gilad Sherr canceled the American proposal, thus relieving the Palestinian National Authority from the responsibility to present a response to the proposal. He further added that the Palestinian side does not believe that a chance still exists in the near future for concluding a serious agreement, explaining that the Palestinian side is not interested in signing any document only for the sake of rendering a service to Barak's re-election campaign. Abed Rabbo accused U.S middle east peace envoy Dennis Ross of conspiring with the Israeli government to obtain Palestinian concessions on their rights in Jerusalem, Al-Haram Al-Sharif, the rights of refugees, and their rights in sovereignty over their territories within the borders of June 4, 1967. Abed Rabbo further added that he (Ross) is conspiring with the Israeli side for the sake of remaining in his post even after the departure of the current administration.The minister stated : " this is Ross's plan, using the pretext that there is very short time, and a need to present a gift to the leaving American administration which acts according to its submission to extremist Israeli and Zionist influence, he (Ross) believes that we will present his administration with the most important thing that we own, our rights that were guaranteed by international legitimacy." He added that "regardless of his (Ross's) superior capabilities in arranging negotiations' games, he will not be able to obtain a single document from us that has our signature on concessions on our rights in Jerusalem, Al-Haram Al-Shariff, the rights of refugees, and our right in sovereignty over our territory." He also said that " Gilad Sherr's departure to Washington D.C carrying an Israeli document that spells out a big No to our right of return, keeps large and precsious portions of our territory in Israeli settlement blocs which divide our homeland, extracts from us soveregnity over Al-Haram Al-Sharif, and keeps Israeli security control for a long period over the Jordan valley." "these conditionsæ can only be translated as a big No to proposals presented by President Clinton, and can only aim at tricking us by turning the Clinton proposals into becoming the maximum ceiling of our rights and demands, instead of the resolutions passed and approved by the U.N and the international community."
